Safe Mode Rearranges Icons

Whevever I use Safe Mode, Windows 98 rearranges my icons on the
desktop. Is there a way to save my desktop configuration so I can
restore it when this happens?

Not natively, but there are several free utilities out there that will do
the job. See here:
