installing win 98se

I have formatted my hd and made start up disk. when i stry
to reinstall win98 and type in the set up command i get
bad command or file message. could use some help with this.

this is after following step by step from an article in
here.

After booting your startup disk you get to an A:> prompt.

At this time you need to insert the Win98SE CD in the CDROM drive and at the
A: prompt type in the drive letter of the CD drive (example D:  or if your
boot disk is from www.bootdisk.com then R: and hit the enter key.)

Next you need to type at the prompt CD Win98 (enter)
Then you type setup (enter) and the installation should start.

For information on installing W98, go to:
http://home.satx.rr.com/badour/html/w98_restore.html

If you follow my steps exactly and you still have problems, post back
with exactly what you did, what the computer did and the exact error
message.
