I just reformatted Windows 98 SE, and now it reports I
have 1.9 GB, when in reality I have 19 GB, some people
told me to run FDISK and repartition the drive, but it
says the C drive already is partitioned, does that mean I
could save 19 GB worth of data again? Please answer...

You don't have to repartition the drive, but that might be the best option.
You could simply use FDISK to create an additional partition in the rest of
the drive. Make it an extended partition, then create whatever logical
drives you need in the extended partition in order to gain access to the
rest of the space. Put as much as possible of you data and installed
application in these logical drives, so as to preserve the C drive for
important operating system stuff.
