I am upgrading windows 98 to windows xp home addition. If
I keep the 98 os on the upgrade does xp change the file
system to ntfs, and if so does the old windows 98 able to
be accessed after install of windows xp,

You should ask questions about XP in an XP newsgroup.
The upgrade to XP will not change a partition type without asking. Windows
98 cannot access an NTFS partition without third-party software.

If you upgrade it will not change the file system. If you install XP on
another partition it will give you the option to format that partition and
select your file system. However, you can keep what you have.
If you install winXP on a different partition than win98 (I.e not upgrading
but effectively a new install of XP, then it will install a boot manger to
let you select which operating system to boot on boot up. In this case all
applications will have to be installed for XP. No applications are carried
over from the existing win98 installation.
