MS-DOS compatibility mode

In my computer properties, the prefromance tab say's my
system file is using Ms-Dos compatibilty mode not FAT32.
I tried to reformat my hard disk, same problem appears.
Then, I tried to use a bootable Win98SE floppy to boot
and use fdisk.exe command to delete all partions and
create them again. After clean install of Win98SE the
problem appears again.
My HHD. is Fujitsu 20GB (MPF3204AT)Ultra DMA support.
