You can't create a primary DOS partition without doing some sort of damage
to your existing primary DOS partition, which is probably what caused the
message you are seeing.
You need to identify exactly what damage you have done. For instance, do
you still have a primary DOS partition and can you access it and is the file
system intact? If so, you may correct the error by doing SYS C: from the
DOS prompt.
If you don't need any files on the disk (for instance, you are installing
Windows to a blank hard disk) then use FDISK to delete all partitions and
start over. Make sure that the floppy drive is listed first in the boot
sequence, so that after you have created your hard disk partitions the
system does not try to boot from the hard disk until the installation is
complete and you remove the floppy.
