DLL error message

When starting my computer with Windows 98 I get the
following message:

Error Starting Program

A required .DLL file, SMACKW32DLL was not found.

I click OK twice and everything seems to work fine.  What
is this error message and how do I fix it?

Go to Control Panel, Add/Remove Programs, remove SMACKER (Smacker Video
Technology) -  if you want to continue to use their tools, install the
latest version (RAD tools)  http://www.radgametools.com/smkdown.htm
