i would like to creat a boot disk

i would like to creat a boot disk but i don't know what to
do. i want to partision my hard drive then run off of
windows xp and windows 98se. can i creat a boot dis by
using win xp or 98 with out buting partition majik or what

Make one with the Fat32ebd.exe file located on the W98 CD:
tools/mtsutil/fat32ebd

There is a way to dual boot XP and W98 using the boot manager in XP;
however, it is a process that often gets broken.  I suggest you get a
third party boot manager--here's what I use:

BootIt Next Generation is available from:
http://www.terabyteunlimited.com/  and it does partitioning, makes a
compressed image, does many other partitioning chores and is a boot
manager.  It is not quite as easy to use as Partition Magic but it is
less than half the cost and has more features.  Unlike the crippled
PMagic demo, BING is a *full function* demo you can try for free for 30
days.  The web site has a lot of support articles.
