How can you start up WIN 98 with a full C drive, if the
ramdrive doesn't have enough space to setup?

You can't. Boot to DOS (press and Ctrl before Windows starts, and select
Command Prompt Only from the menu that appears) and use the COPY command to
copy data off the floppy, or use DEL to delete files until there is enough
space to allow Windows to start.
