fdisk error

i made my own boot disk for winows 98 and i accidentally
deleted the partition now that i have the start up disk i
can't get fdisk to work when i type it at the a prompt it
says no fixed disks present how can i fix this problem?

Is the fixed disk listed in the hardware details information that is
displayed on-screen before the start of the boot process?   If you access
BIOS setup what disk drive details are listed there?
