Speaking from experience here - Linux comes with Lilo - Linux Loader, and
Grub - Grand Unified Bootloader. there were some earlier ones, but the two
I mentioned are tried, tested and true. The *BSDs - FreeBSD, NetBSD,
OpenBSD, DragonflyBSD and the others - also come with their own
bootloaders.
And yes, you can install the bootloader independently of the OS.

Partition Magic, if I remember correctly, comes with Bootmagic, its own
bootloader. I've got it on a PC I share between a MS OS and OS/2.
