I'm running Windows 98, and can use long filenames fine.
I created a CD will long filenames under Windows 2000, and
can view the CD with long filenames fine. When I view the
CD under 98, however, I only get the 8-character shortname
(seven characters, with tilde).
The CD is obviously fine. Is there a setting on 98 which
would permit use / viewing of full filenames?

This can happen if the CD is using real-mode drivers. Look in CONFIG.SYS
(Start / Run / Sysedit) and see if real mode drives are being loaded for the
CD. If they are, comment them out of CONFIG.SYS, remove the reference to
MSCDEX in AUTOEXEC.BAT, and see if Windows will install protected mode
drives for the CD. If it does, this should give you access to long
filenames.
