problems opening "project kick start" - dll may be missing?

A tech support said I may be missing or have a bad .dll
file.  I may be missing that kernal32.dll.  Any ideas on
how to search and/or reinstall a .dll?

Do you mean kernel32.dll?  If you were missing this file or if it was
damaged then Windows wouldn't run (as the name suggests).  What is the exact
error message and what exactly are you doing when it occurs?
