you *cannot*
Windows 98 doesn't understand FAT32, so if you did somehow manage to do this
conversion the partition would become invisible and unusable.

It is, of course, NTFS that Windows 98 doesn't understand. It understands
FAT32 just fine, which is why that partition should not be converted.
