I have been having problems with my computer such as Kernel 32
errors and other video problems (screwed up color, etc.), so I decided
to just reformat the computer. I pop in the reboot disk and start from
Dos and type in Format c: /s It starts the process then stops at 18%
and tells me there is insufficient memory and it can't continue. What
may be causing this? I have already tried to switch the two 128mb
Dimms on the other two slots on the mother board, just to see if there
was something wrong with the slots, and this proved to be no help.
Should I get new memory cards? Is it even the Ram thats causing this?

Go back one step - before doing a format, use FDISK to delete existing
partitions and re-create them. If Format is stopping part way through that
suggests there is something wrong with the partitioning.
If that doesn't work you may need to consider hardware issues, which could
be the cause of the original problems. Start with a RAM test (although that
sounds unlikely) then some comprehensive disk diagnostic tests.
