FAT32 problems with bad cluster

Hi!
I have this problem: i can't upgrade my fat16 on fat32 (win98) with the
error message about bad cluster, but i have also running scandisk (depth
research) and defrag.. i have tried a sfotware, defrag lite, too, but
nothing..
Someone can help me?

P.s. i don't want to format, and it won't help because this bad cluster were
before the last formatting..

The MS conversion utility cannot convert a partition with a bad cluster:
there is no way around this.  Other conversion utilities might be able to do
the conversion.  For instance, Partition Magic can, and you should check
BootitNG and Partition Resizer.
