i am having trouble starting windows 98 sometimes it does
amd sometimes it doesn't when I use the strt up  disk I
get a message that it has detected drive c does not
contain valid FAT Fat32. Suggest i partition . after
starting windows 98 I looked at dive compression and the
message says, cvt1.exe is not available. then msc42.dll
linked to missing user32.dll  i have found then on the
system.

It sounds like your file system is pretty messed up. I'd recommend a repartition and format using the win98 startup disk.
But don't do this right away however. There may be a way to fix this that I am unware of. Only use this as a last resort. after not being able to find out a more suitable way to fix it. And make sure to back up all important data before attempting this if it is possible to get into windows and do so.

If you do repartition, format, and reinstall win98 and it still does this, it may be that your hard drive is going bad and you may need to purchase a new one. Good Luck.
