the partition seems to work.  it's a 6 gb drive and says
the primary dos partition is 5.7 gb.  but when i try to
run setup for win 98 on it i get an error saying that i
need 7 mb of free space.  there should be plenty of free
space.  the partition information does say that there is
100% usage but i am assuming that that does not mean the
disk is 100% used.  why doesn't win 98 setup recognize
the free space?

There is no such message that I am aware of. For a similar message and it's
cause see

Not Enough Disk Space Error Message During Windows 98 Setup

The message from FDISK that the disk is 100% used means that 100% of the
disk is allocated to the partitions, which would be typical.  The important
information is the partition detail - size, type, etc.

did you reboot the machine after your ran fdisk
but before you formatted the drive?

i;d just try formatting the drive again

if it does not work
i'd start all over by running fdisk and deleting all
then recreating

reboot and format
