I am looking for a utility that will allow Windows ME/98
to see and read an NTFS partition. Does anyone know what
kind of utility would do this for me?

Look here: http://www.sysinternals.com/ntw2k/freeware/ntfswin98.shtml
(read-only is free, read/write will cost money)

My understanding of this product is that it needs a few files from a
WinNT/Win2000/WinXP installation to work. That makes it suitable for a
dual-boot situation, but not for working with an NTFS partition on a
system that has only Win98 installed.
