harddrive Has run out of space!

HAVE WINDOWS 98 ON COMPUTER.  STARTED OUT WITH 16 MB MEM.  
UPGRADED TO 46MB MEM.  MEMORY IS SHOWING AS INSTALLED BUT
THE HARD DRIVE IS SHOWING FULL SO CAN'T ADD NEW PROGRAMS
TO COMPUTER IN SPITE OF THE 30MB OF UNUSED MEMORY.  KEEP
GETTING MESSAGE "YOU HAVE RUN OUT OF HARDDRIVE SPACE" HOW
WOULD I CLEAR MY HARDDRIVE OF BASICALLY EVERYTHING AND
THEN ADD ONLY THE PROGRAMS I WANT?

Go to Control Panel >  Add/Remove Programs -  uninstall Programs you are no
longer using.    Also, go to  Control Panel, Internet Options - delete the
Temporary Internet files and clear the History
