Windows 98 start up disk from DOS

I bought an old computer(99) that was never used(Compaq).
When I turn it on, the Windows 98 logo appears for a few
seconds and then it jumps into a DOS screen. It says that  
a file is missing that is needed.  Reload Windows. I have
a Windows 98 startup disk, but not being very versed in
DOS, I have been unable to use the right DOS command to
restore. This pc wasn't set up with DOSSHELL.  Any
suggestions?

you will need a win98 cd to reinstall windows
you should be able to find one easily on ebay
