It might be the problem that Tim outlined or it is possible that it is a
BIOS problem and not Windows. You can either use the hard drive maker's
drive overlay software or do a BIOS upgrade (not to be taken lightly if
you haven't done one before)

32Gb is one of many bios HD capacity limits.
However, windows 98 using either version of fdisk can parition such a HD.
The original limited to a 64GB partition capacity.

If this disk is partitioned using an out-of-date version of FDISK then it
will be partitioned with a size equal to the disk capacity less 64 GB. The
original version of FDISK will _not_ partition this disk to 64 GB. Please
