Error when setting up windows 98 using fat 32

this first part may seem irrevalent but recently i
installed windows 2000 on my computer and i could not run
anything because i was using 32 mb ram and i was using
NTFS file system.  i got Partition Magic 8.0 and
converted it to fat 32 and i installed windows 98 but
while installing the control panel it comes up with an
error and says press any key to continue but this doesnt
work it just repeats itself.  it says press alt cntrl and
del to restart the computer. i restart my computer and it
just does the same thing over and over. could some one
help.

there is no way win2k will work with only 32megs of RAM
it has nothing to do with NTFS

you should be able to run win2k with 256 megs of RAM

even win98 should have more than 32 megs of RAM
but it should at least work.
since you have had problems...you  might want to run a RAM test
before you try to install again
