Is NTSF better for a 1 GB hard drive than FAT 32? If I
upgrade from Win98SE to WinXP how do I do a NTSF upgrade?

I would not try to run XP on a system with only a 1GB drive.

For a 1GB drive, I don't think I'd bother converting to NTFS.
