missing files

I recently had to reinstall windows 98, but when I tried
to log onto the internet, the following message came up:-
 "Error starting program, the SHDOCVW.DLL file is linked
to missing export SHLWAPI.DLL:509."
Beneath this message was another one which said:
"A device attached to the system is not functioning."
And when I did log onto the internet, I got the
message "the Browser failed to load."
  I have tried re-installing I.E 6.0, but nothing seems
to work, any help would be greatly appreciated.

Andy,

You have the wrong version of shlwapi.dll or shdocvw.dll.  When you
reinstalled Windows 98 did you have IE6 installed? Sometimes you can get a
problem if IE has been updated and Win98 is reinstalled without uninstalling
the newer version of IE first.

Now to fix, I would try updating IE.  Try using another browser to download
the IE update.  Or, perhaps an IE repair will help:
