It is the august 20 critical update issued by Microsoft,
for all versions of ie 5.0 or so and up, except it does
not say it is for WIN 98, only WINSE?
http://www.microsoft.com/windows/ie/downloads/critical/8229
25/default.asp
This one, it says 98se, not 98?

Microsoft Security Bulletin MS03-032
http://www.microsoft.com/technet/treeview/default.asp?url=/technet/security/bull
etin/MS03-032.asp

Lists all IE versions from 5.01 up  Nothing anywhere suggests that it is not
for Win98.

MS3-032 does.
MS3-033 it depends on whether or not MDAC is installed.  Go to Windows
Updates and see.
MS3-040 is not needed if you install the one in MS3-033

Go to Windows Update.  It won't offer it if you don't need it.
