Latest critical update

After downloading the latest critical update I get the
following message:
Your current security settings prohibit running Activex
controls on this page, As a result, the page may not
display correctly.

When I left click on a folder I get the following message:
Internet Explorer in blue at the top of the message, says,
Are you sure you want to open a file from this location?

I am running Windows98 2nd.edition,IE 6.0, Nortons Anti
Virus 2003.

Did you turn OFF Norton Antivirus before installing the update? If not, then
guess what your problem is...
