upgrading my browser to 128 bit version

I AM TRYING TO ACCESS SOME INFORMATION ON A GOVERNMENT
WEBSITE  AND WAS INFORMED THAT I CAN ONLY GET THAT
INFORMATION IF BROWSER IS UPGRADED TO THE 128 VERSION TO
SUPPORT ENCRYPTED INFORMATION. HOW CAN I UPGRADE MY
PRESENT BROWSER TO 128 BIT VERSION?

Please do not type in all capitals. It is very hard to read and is
