Lost cipher strength

Until recently, my IE 6.0's cipher strength was rated at
128-bits.  Now it is 0-bits!  This makes it impossible to
go on secure sites such as my bank account. I have tried
un-installing IE 6.0, but I keep getting an error message
that "The file C:\Internet Explore\IExplore.exe is
protected and cannot be selected". How do I add a file or
update to get my encryption level back up to 128-bits?

On your computer using the 'Find' feature via 'Start | Find' search for
ie6setup.exe. Double click on this and select to load the Custom version of IE and
reload IE only, no other features. Reboot and open IE and check the encryption
strength which should now be reset to 128-bit.
