Microsoft critical updates; after I received critical
updates I began to get a window that said "Cannot
find 'Program.exe.', This program is needed to open URL
Hyper Text Transfer Protocol"

Is this a marketing ploy by microsoft to generate cash
flow from technical assistance or is this a problem that I
have caused?

I cannot make contact with microsoft without giving them
my credit card.

No it isnt a Microsoft file, your file associations have been hijacked by a
trojan/virus/spyware combination (any 1 ore more of the previous), check prior
posts in news://msnews.microsoft.com/microsoft.public.win98.gen_discussion for
the fix
