Cannot install and run downloaded programs

My computer is running windows 98, and is networked to a
server that is running windows nt 4.o, and when I download
a program it seems to be fine but upon trying to install
the program it will not run.. ex. I have downloaded
netscape radio, try to upgrade my aol I am stuck using
6.0, upon trying to upgrade the aol I can log on but I
cannot browse the internet or do anything that has to do
with the internet. Please any one help..

im having the same problem only im using windows xp pro when i try to install
a program i get the message error opening file to write it gives me the
options to abort retry or cancel and retrying doesn't help
