unable to connect with westell DSL modem...

Recently went DSL with a Westell 2200 modem and win9x.
Using a USB port for modem. Allows me to log on sometimes,
but gives me a hardware failure message (code 630)at other
times...
I was told by one of the tech support guys @ Verizon that
I need to install an ethernet card since I'm not using
win9x SE.
Does anyone have other solutions?

Ethernet cards are cheap, get one.

Definately get the eithenet card...
even a working USB connection is much slower than eithernet
