illegal operation Iexplorer then illegal op NE

I am getting two back to back illegal operations that is
driving me nutz. This is on a win98 pc running Ie 5.5
Everytime I open the internet and it pops up to
dial my connection I get Iexplorer illegal operation in
module<unknown> then when I close it I get the same thing
but instead of Iexplorer it has NE as the title. I have
closed everything that runs except Explorer. HELP
