Pop-ups by the dozen- IE not open

I am havign a problem in Win98 with my desktop being
overrun with pop-ups, even if IE6 is not open.  I am
connected to the internet via LAN.  If the ethernet calbe
is plugged in at all, I get pop-ups.  It is extremely
disruptive and irritating.  Any ideas on how to shut these
off would be appreciated.

Get and run these programs  (if you test after each one you can stop when
the problem is gone):
