vredir.vxd is VREDIR Virtual Device, and from what I've been able to find,
is related to Microsoft Video Drivers (personally I'd have thought it to
have something to do with either RPC or networking).
As far as disabling it goes, you can't. You can however, use SFC to restore
a copy from your Windows CD.
Start > Run, type: sfc
Select to restore a single file and set the "Restore From" path to D:\WIN98
(where D is your CD-Rom drive), and the Restore To path to C:\Windows\System

slight problem,
the cd drive is not part of the laptop, the laptop is a IBM ThinkPad !!
no cd drive or floppy drive built in, but the external floppy drive is ok,
it is just that the cd drive needs drivers to be used, and with no windows
loaded there are no drivers loaded
I have used a default windows 98 setup disk and it is now working it says
that it can not find the 'banana' drivers? what ever this is, nothing I
have heard of before.
so I would not be able to use the SFC method

The "banana drivers" is something I've not seen since the days of Windows 95
but, refers to your CD-Rom (if you get errors concerning it, it means it
cannot see the CD-Rom).
There is some good news however, driverguide.com has a copy of the
vredir.vxd file so you can just download it from there (I would however,
reccomend backing up your current copy before replacing it) and instead of
pointing SFC to your CD-Rom, you'd point it to wherever you've downloaded
the file to.

See if the following helps before you restore the file;
