win 98 startup

when I startup windows 98, the internet dialup box appears.
If I allow it to connect it runs/receives about 190Kb and
then goes quiet, internet explorer does not startup.
If I try to remove the dialup box by pressing cancel or X
it keeps reappearing.  
Has anyone got any suggestion as to how I find out whats
causing the dialup box to come up ?
