Logging on into the internet takes much time

I have a win98 SE, and when tryin to connect to the internet using my
dial-up modem, after seeing the message of "Logging on into the internet", I
have to wait much, until it gets connected.
What's the reason?

I just read a message wherein you said you are using Windows XP.

To fix this problem in Windows 98 go to IE tools, internet options,
connections. Turn off 'log onto network' for your dial up connection.
