Internet explorer does not display web page

W98 with an external USR 56k modem. Set up to connect.
Modem does initiation and connects to ISP but page does
not display. Very low number of bytes sent and bytes
received. Tried another ISP and same problem.

The ext modem replaced an int modem that was faulty.
Explorer 5.5 with 128bit encryption. Anyone have any
suggestions as to what to try next?

Has the internal modem been removed/disabled?
