some updates do not install

I have Win98SE OS. About 33% of the critical updates from Windows Update do
not install." Microsoft Internet Explorer Update" error window says that,
"This update requires Internet Explorer 6.0 Service Pack 1 to be installed. I
have IE6 and SP1 installed and repair it when problems occur. System always
shows that this is installed. Why do updates not recognize it? HELP. I
still need to spend a couple days trying to reinstall .NET Framework 1.1.
