IE 6.0 problems/cookies/missing files

Recently I used tool tab in win98 SE to check my I.E..   The process
could not be completed and I received two error messages.  IE4UNIT.exe
and MSXMLR.Dll are missing.  In addition I got a "version 5.02614 file
in SHFOLDER.Dll but version needs to be 6.02.2800 1100 ..or later".  I
also noticed that in my system information "IE 5 6.0.2800.1106"  is
listed and Iam sure Iam using IE 6.0.  Tried downloading new IE 6.0 SP1
but doesn't seem to work..I still can use IE6 but one site I accessed
all the time today say I have a cookie problem and that is the first
time that has happened?.  Thanks again.

What "seems to be a problem" when trying to reinstall IE 6 from a download?
What happens?

What site is it that tells you that you have a "cookie problem" and what,
exactly, does the error message say?

Please see the articles in my sig, and, after running through all the
malware scanning suggestions, set up a Clean Boot, then try IE Repair again.
If no luck, try force reinstalling from a download.

Also, try using a full download of IE 6.1 to install, instead of using the
"installer stub" method that is the typical way to do things. See here for
