I am attempting to download Google Earth. The download seems fine but when I
try to open the file I get a notice as follows:

"The Google_Earth_CZXV[1].EXE file is linked to missing export
KERNEL32.DLL:GetUserDefaultUILanguage"

How do I obtain this apparently missing file, and what other problems would
be caused by it's absence?

It usually means that it won't run on Windows 9x systems. When I try with
Google Earth 4.2 , I get a more friendly message that says so. Your system
failed to catch the error and give you the friendly version.
