SLOW internet response

Internet input from keyboard/mouse delayed. Scrolling
produces 'jerky' motion of screen because of delay. Typed
letters delayed. Running Win '98 with 320 megs ram on 500
Celeron. Replaced IE6, Java, monitor *.inf. Ran updated
Spybot and virus scan. Problem only since last week. Need
to know if any new virus' could cause this. Thank You.
