I had IE 6 Sp1 on machine and for no apparent reason, it
begin to freeze up when connecting to the internet(dsl
connection). I uninstalled 6.0 and then reinstalled it. I
rebooted the computer and as it was powering up, a message
came up indicating that it was updating the settings.
During the process, I got an error as follows: "An error
occurred loading C:WINDOWS\SYSTEM\mstime.dll. The file
may not have been installed or it has been deleted" I
went to this folder and did indeed find this file. Next,
i go to Settings-Control-Add/Remove and click on IE6.1SP
and run the internet repair tool. During the process of
checking for errors, I got a message "Internet Explorer
could not be repaired. Please run setup again to reinstall
all components". Details: Internet Explorer cannot be
repaired due to the following errors-An error occurred
loading C:\WINDOWS\SYSTEM\mstime.dll. The file may not
have been installed or it has been corrupted.
I received the file mstime.dll from my internet provider
and moved it into the Windows\System folder. Still did not
cure the problem
Does anyone have an idea why this situation may have
occurred(I have used 6.0 for sometime). Also, I am
running NOrton 2003 so my antivirus was up to date and I
have a hardware firewall in my gateway.

First step. What versoin of mstime.dll is installed on your computer?
Second step, search your registry for mstime.dll. Advise what GUID it is
related to (for example {E32EF57B-7FDE-4765-9BC5-A1BA9705C44E})
