When i click on the tools tab from within I E 6 and select internet options,
i get an error message stating that this operation
has been cancelled due to restrictions in effect on this computer. Please
contact your system administrator.

I've always been able to access this section, but not since i started the pc
this morning.

Does anyone know how to fix this problem?, how does this problem arise if
nothing has been altered, i just shutdown the pc last night and restarted
the pc this morning.

Could be spyware, worm, etc etc. Run a check with your Antivirus software.

To check for Spyware, grab a copy of Spybot Search & Destroy (freeware)

I've got spybot-search and destroy, which say's congratulations! no
immediate threats were found, and also avg antivirus from grisoft.com which
i keep updated and that doesn't find anything either, the problem remains,
should i be considering another a/v program at this particular moment in
time?.

Thanks very much yet again, it was the settings within spybot that needed
altering, problem has vanished now.
