ICS connection slow on PC with modem, fast on client?

Reposting, since the original message hasn't appeared, as far as I can see.

A couple of friends have asked me if I can find out why they have a problem with
an online service that we all use. They're using Win 98 SE and ICS with a dialup
modem. What I can't understand is why whichever of them uses the PC with the
modem installed in it has a *consistently* far worse connection than the person
using the client PC - and by far worse, I mean a lag of something like three to
five times as long in receiving information from the server. I emphasise that
this is absolutely reproducible, it's been happening for long enough that
there's no doubt that it's a real effect. The modem is installed in a PC which
has a Celeron 900 CPU, so it's not as if they're putting all the load on a real
clunker.

I'm at a loss for what to suggest - anyone got any ideas?

Sounds to me as if that particular computer is doing something in the
background such as searching for a REAL update or some such...
Check for any spybots
