ICW permissions

I am on a computer running win98. When I click on internet
explorer, I recieve the error "you do not have permission
to run Internet Connection Wizard". I click ok and it
shuts IE down. I am running IE 5.0 I cannot get around
this error, it happens everytime. I am trying to get to
the internet to DL IE6 through my dsl. Any ideas?
