Annoying Connection Icon Pop-up

High there;
Up until a few weeks ago, the icon box for connecting to
AT&Ts WorldNet through my modem came up only when I went
to open Outlook Express or Internet Explorer. After
establishing the connection it disappeared, reappearing
only if the connection was broken. Recently, however, it
has begun to pop up with some frequency unbidden and
unwanted, freezing whatever application I'm in until I
cancel it. Can anyone tell me what may have happened and
how to stop this annoyance? Thanks.

I have started having the same or similar problem the past
few weeks.  About every 15 minutes a dial-up connection
box pops up on my screen.  I haven't bee able to figure
out how to stop this.  My ISP was of no help.  Normally, I
envoke ashortcut icon on my desktop when I want to go on
line.
