problems with win 98 after reinstall

Hi
I re-installed a Windows 98 machine ( complete format of
hard disk)
I re installed win98, but now I notice that my modem (US
robotics win modem) opens the comm port, ie my phone line
is engaged by the modem ( this is prior to actually
installing the modem drivers). This was not the case prior
to re installing the OS i.e. I could use the phone line
while the modem line was plugged in to the phone jack. Any
ideas here short of disconneting the modem during the
install possibly?

To determine whether your problem is actually a hardware fault, turn
your PC off at the mains switch. Does your modem still grab the phone
line? If it does, then your modem has a hardware fault, possibly a
stuck hook relay. If not, then turn on your PC and pause it during the
BIOS POST screen. Does the modem now grab the phone line? If it does,
then once again your modem has a hardware fault, possibly a faulty
hook relay driver transistor.
