Frame around Desktop

I have a black frame inside my screen, it frames my
desktop, i can't remember how to remove it..I have a
window 98, 19" screen. It said someplace <and i can't
remember where> that 1600x1200 or something like that is
the max size it will hold.
Anybody out there has an answer please? Anyone out there
know what i am talking about?

Hanna;
   I had the same problem, I had to adjust the Refresh rate. Right click on
a blank area of the Desktop/click Settings/Advanced/Monitor.  Under Monitor
Settings/Screen refresh rate, if there is a choice, use adapter default, try
that. If not try a couple and see what works.
   I think they suggest 75 or 85 Hz.  On mine I have to use 60 Hertz, even
though they say the screen will flicker at that frequency.  Mine does not
seem to flicker and the image fills the screen.  Hope this helps.
