If you know what the inf file name is, then double-click on it and it will
open in Notepad. Inf files are text files.

FWIW, here's the Win9x registry key where you'll find the first init
string:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\Modem\000n\Init
A second init string appears to be created dynamically according to
the user's choices for error correction, data compression, speaker
volume, inactivity timeout, hardware/software flow control, modulation
type, etc. AFAICT, it shows up in the modemlog but not in the
registry.
If you add any Extra Settings, then these will be written to the
UserInit parameter at this key ...
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\Modem\000n
... and will show up in the modemlog as the third init string.
